New regulations

As of September 16, 2025, it is now mandatory for all businesses (institutions, retail establishments, and industrial facilities) to provide collection services for recyclable and compostable materials (Regulations concerning waste management). More specifically, the regulations require:

  • That all employees and customers be able to sort their recyclable and compostable materials;
  • That the owner of a building not served by municipal collection must enter into a contract with a private collector for the collection of recyclable and compostable materials from the building or, if this responsibility is delegated to the tenant, must ensure that the building's tenants have such a contract;
  • That the owner of a building not served by municipal collection provide Ville de Gatineau with proof of a collection contract for recyclable and compostable materials generated by the tenants of that building.

If you own a building that houses one or more businesses with a collection contract with a private collector for recyclable or compostable materials, please send us proof of your collection contract by email toici@gatineau.ca and fill out this form.

My business participates in Ville de Gatineau's recycling and composting programs. Do I still need to provide proof of my collections?/summary>

No, if your business is served by Ville de Gatineau for the collection of recyclable and compostable materials, you do not need to provide us with proof.

However, if your business is only served for one type of collection (recycling OR composting), you'll need to provide proof for the other type of collection. For example, if your business only has compostable waste collection through Ville de Gatineau, you'll need to provide proof that your recyclable materials are collected by a private contractor.

My business uses a private collector for recycling and composting. How do I submit proof of my contract?

If you own the building, you can use the following form to send us your proof of collection. If you rent space in the building and are responsible for managing your own collection contracts, you must send a copy of your collection contract to your landlord, who is responsible for sending us proof for all businesses in the building.

How long do I have to comply with the new regulations?

The regulations have been in effect since September 16, 2025. However, a grace period of a few months will be granted to businesses that demonstrate good faith in their efforts to comply, in order to:

  • Allow municipal teams to assist businesses with this change in practice;
  • Give businesses time to negotiate collection contracts for their recyclable and compostable materials.
What will happen if I don't comply?

Businesses that do not cooperate after the grace period may receive notices of violation informing them that they must comply with municipal regulations, followed by a fine of $600 per day.

My landlord won't provide me with recycling and compost bins. What should I do?

First, check your lease:

  • If waste management is included in the lease, contact your landlord first to inform them of the new municipal regulations. If your landlord still refuses to comply, please submit a request online or call 311. Our municipal teams will then follow up with your landlord.
  • If waste management is excluded from your lease, it is your responsibility to set up collection for recyclable and compostable materials and to provide proof of this to your building's landlord.
The tenant in my building doesn't want to sort and compost. What should I do?

First, check your lease agreement:

  • If waste management is included in the lease agreement, it is your responsibility, as the landlord, to set up a system for collecting recyclable and compostable materials and to provide proof of this to Ville de Gatineau.
  • If waste management is excluded from your lease, first contact your tenant to inform them of the new municipal regulations. If your tenant still refuses to comply, please submit a request online or call 311. Our municipal teams will then follow up with the tenant who refuses to comply.
My business doesn't generate any compostable waste. Do I still need to have a compostable waste collection contract?

Yes. Every business within Gatineau must have a collection service for recyclable and compostable materials. All businesses generate compostable waste, even if it's just employees' lunch leftovers, brown paper, and tissues.

If you generate only a small amount of compostable waste, you could:

  • Simply have a brown bin that you place curbside during your area's municipal collection. The cost for weekly collection of a brown bin by Ville de Gatineau is approximately $175 per year;
  • Team up with other businesses in your building to share a brown bin.

My company only collects cardboard. Does this comply with regulations?

No. To comply, your business must sort all of its recyclable materials, including all containers, packaging, and printed materials. If you currently have a cardboard-only collection, you have several options:

  • Keep your cardboard collection and add a collection for other materials, either through Ville de Gatineau or a private collector;
  • Set up a mixed recyclables collection–where all containers, packaging, and printed materials are accepted–with Ville de Gatineau or a private collector.
