Effective January 1, 2025, pursuant to by-law 957-2024, a new passenger vehicle registration tax (TIV) will come into effect in Gatineau. Every registered vehicle will be subject to a $60 tax. The revenue generated by this measure will help Gatineau contribute to the costs of the development and maintenance of public transit related to urbanization.
It should be noted that in 1992, the provincial government introduced a $30 annual contribution payable by passenger vehicle owners to finance part of the operating costs of public transit companies. The resulting revenues are allocated to funding public transit. The new registration tax is on top of that measure.
Every Gatineau resident who owns a registered passenger vehicle will be required to pay the tax. The vehicle must be owned by a physical person, designed for a maximum of nine occupants, and be used mainly for personal reasons, without requiring a permit from the Commission des transports du Québec. The tax applies to vehicles such as automobiles, motor homes, sport utility vehicles (SUVs) and minivans. Vehicles used for institutional, professional or commercial purposes, motorcycles and mopeds are excluded.
The TIV will be collected by the Société de l'assurance automobile du Québec (SAAQ) from passenger vehicle owners when the latter register or renew their registrations.
The $60 per registered vehicle goes directly to the municipality, unlike the current contribution to public transit, which is also collected by SAAQ but goes to Quebec's ministère des Transports et de la Mobilité durable for redistribution to the appropriate public transit organizations.
Effective January 1, 2026, the amount of the TIV will increase to $90 per vehicle.
