Gatineau, September 20, 2013. – The Service de police de la Ville de Gatineau (SPVG) has been informed by the Director of Criminal and Penal Prosecutions (DCPP) that charges have been authorized against a police officer with the Sécurité publique de la MRC-des-Collines in connection with a shot fired in Gatineau in the line of duty. Marie-Claude Fortin is charged under section 86 (1) (3) b) of the Criminal Code, which refers to the use of a firearm in a careless manner or without reasonable precautions for the safety of other persons. This is a summary offence.

On March 22, 2013 at approximately 12:25 p.m., the Sécurité publique de la MRC-des-Collines police officer was attempting to intercept a vehicle within the territory of Ville de Gatineau as part of an investigation that was underway. The driver of the vehicle refused to cooperate, and sped away in his vehicle. A shot was then fired in the direction of the vehicle.

Given that a firearm was used within its territory, the SPVG launched an investigation to establish the chronology of events and the circumstances surrounding the shot. This was not an independent investigation mandated by the ministère de la Sécurité publique (MSP), although the MSP was kept informed of the developments and findings during the investigation conducted by SPVG officers.

The investigation was carried out by investigators with the Division des enquêtes criminelles, in collaboration with the Division des normes professionnelles et des affaires internes of the SPVG.

Further to this event, two distinct scenes were cordoned off for the purposes of the investigation. The first perimeter was on rue Isabelle, near avenue du Parc, where the shot was fired. The second perimeter was in the parking lot of 300 boulevard Saint-Joseph, where the vehicle in question was abandoned and later found by SPVG officers.

Given that the DCPP is in charge of the file, and that the legal process is underway, the SPVG will not grant any interviews. The details contained in this news release are the only ones that can be disclosed without jeopardizing the legal process.
