The new calculation method involves determining the tax rate for each neighbourhood. Its purpose is to alleviate the impact of the 2024-2026 assessment roll on residents' municipal taxes.
This municipal tax calculation method generally brings closer to the average the increase for properties with the largest tax adjustments, whether those be upward or downward.
The 2024-2026 assessment roll has brought about never before seen increases in values. The residential average adjustment under the new roll is 71.9%. Several Gatineau properties have come in well beyond this average.
In December 2023, the Government of Quebec passed amendments to the Act respecting municipal taxation with the passage of Bill 30. Those amendments offer municipalities new options, including taxing by neighbourhood.
Ville de Gatineau, mindful of limiting the impact of the roll on its residents, is using the new legislative provisions to reduce the spread between the larger tax increases and decreases.
Of the possible options, taxing by neighbourhood has proven to be the most advantageous for residents. This taxation strategy generally helps reduce the impact on properties that have seen the largest increases in their value, while at the same time alleviating the tax burden on most Gatineau residents.
